• Delivery of accepted H.T. chart to applicant.

• Submission of application along with,
  • Radiography films.
  • Radiography Reports : Showing job no., project name, date etc.
  • Receipted Challan for prescribed fees
• Viewing of films with report by Dy. Director/ Jt. Director/ Director.
• Acceptance by Jt. Director/ Director.
• Delivery of acceptance/ rejection letter or accepted report with remark if any by Technical branch.

• Generation and issue of expiry reminder by department
• Plan of inspection date & issue of form ‘B’ notice by department
• Submission of application with challan for inspection fee and confirmation of date for visit by boiler owner.
• Inspection and hydraulic test.
• Issue of certificate or repair letter.

Every manufacturer has to prepare certificate in relevant form for product/item manufactured by them under IBR.

• Submission of application along with,
  • Maker’s paper in relevant form and as built drawing (where applicable) provisional approved drawings.
  • Detail of inspection fees paid.
  • Job card duly signed by Inspection officer & c/signed by Jt. Director / Director
  • Reports of radiography, heat treatment charts (wherever applicable) PTC test report etc. duly accepted.
  • Accepted copies of material certificates.

Every UTM/Impact testing machine shall by calibrated annually in presence of Inspection officer of department.

• Submission of application well in advance of due date of calibration along with :
  • Detail of Machine - Model, Sr. No., etc.
  • Challan for prescribed fee.
• Witnessing the calibration by Dy. Director / Jt. Director / Director.
• Scrutiny of report by T.A/T.O.
• On satisfactory calibration, issue of letter & calibration certificate duly signed by Director.

• Submission of application along with,
  • Duplicate copy of maker’s papers or Photo copy of maker’s paper if any.
  • Challan for requisite fee
  • O/C of original maker’s papers, in case it is collected by Applicant.
• Scrutiny of ‘Duplicate’ with O/C of original makers papers.
• Issue of Duplicate after review by Director.

• Submission of Application with following detail
  • Boiler Registration number.
  • Name of approved repairer through whom repairs to be carried out (list of repairer is available on website)
• Scrutiny by Technical Assistant/Technical officer.
• Review by Jt.Director/Director.
• Generation & issue of permission /refusal letter.

• Submission of application for acceptance of certificate as per procedure in point No. 1
• Submission of application (after receipt of accepted certificates) for inspection of plates for cutting with requisite fee.
  • Inspection and stamping on cut pieces.
  • Generation and issue of letter of inspection with accepted certificate.

• Submission of application by new owner along with requisite Receipted Challan for prescribed fees and letter from seller for confirmation of sale.
• Review by Technical clerk, Technical officer & Director.
• Physical data update & letter to new owner.

In case, original certificate is issued by Director of Steam Boilers, Maharashtra State only.

• Submission of application by employer of welder along with
  • Challan for requisite fee.
  • Reason for issue of duplicate.
  • Photo copy (In case of missing of original) or damaged original copy of welders certificate or certificate number.
  • Two passport size photographs of welder.
• Scrutiny by Technical assistant /Technical officer
• Preparation of duplicate and letter of appointment to call the welder to sign on certificate.
• Review by Director.
• Dispatch of letter and delivery of certificate.

After completion of manufacturing of product/fabrication of piping etc. as per appendix ‘J’ of IBR shall be offered for hydraulic test.

In case of boiler, pressure vessel, heat exchanger, subassemblies of pressure parts of water tube boiler permission for hydraulic test need to obtained from Director, before hydraulic test.

This is last stage of manufacturing activities.

For use of electrodes in welding items under IBR need to undergo initial qualification test and then at the interval of every six months, a periodic qualification test.

• Submission of application by electrode manufacturer along with.
  • List of brand name of electrodes.
  • Whether to be qualified for "Deep” or "Normal” penetration.
  • Kind of test whether initial/periodic.
  • Copy of initial qualification certificate in case of periodic test.
  • Receipted challan for prescribed fee.
  • Date for visit to select the samples for test.
• Inspecting officer to select and stamp the packets.
• Welding of specimen using these electrodes
• Testing of specimen in presence of Inspecting officer of this department.
• On submission of test report scrutiny by Technical Assistant/Technical officer and review by Jt.Director.
• Review by Director and issue of necessary certificate.

This covers inspection of pressure parts, pressure vessel, heat exchangers, flash tanks, blowdown tanks, etc.

• Submission of application for material inspection along with challan for requisite inspection fee.
• Preparation of job-card of the boiler and keep ready prov. approved drawing, material certificate (duly accepted) at the time of inspection.
• Inspections : At various stages as per appendix ‘J’ & listed in job card.
• Review of job-card after completion of activities up to full welding, by Technical assistant/Technical officer.
• Permission for hydraulic test after review by Director.
• Final inspection and hydraulic test.
• Approval of maker’s paper as per separate process.

  • Name of approved repairer, who will carry out the work.
• On approval of proposal and drawing visits for inspection at various stages as per job card, till final inspection after full welding.
• Submission of application for hydraulic test permission.
• On grant of permission, hydraulic test in presence of officer.
• Issue of certificate on satisfactory hydraulic test & inspection.

• No alteration/repair shall be done to pipe line/boiler without permission from this department as per Section 13 / Section 12 of the Boilers Act, 1923 respectively.
  • Submission of application, with consent letter from approved boiler repairer/pipe fabricator, indicating boiler number
  • Scrutiny by Technical assistant/Technical officer & issue of permission/rejection letter review by Jt. Director/Director.

Testing of all types of test specimen representing welding of component /item under IBR shall be done in presence of officer of this department at laboratory approved under this department.

  • Detail of Job number / Maker’s number / Heat No. or other detail for identification.
  • Date for Test.
• Visit to witness test at approved laboratory.
• Scrutiny of test report (on submission by lab) by Technical Assistant/Technical officer
• Review by Jt. Director
• Delivery of accepted report/letter for retest.

Each pressure gauge to be used on Boiler / Piping under IBR shall be calibrated from this department, before installation.

• Submission of Application along with
  • Pressure Gauges.
  • Requisite fee.
  • Details of pressure gauge viz Dial size, Range, make of P.G., Sr.no of pressure gauge and boiler no./job no on which P.G. to be used and its approved working pressure.
  • Calibration by Technical assistant/Technical officer
  • Generation of certificate & issue after review by Technical officer.

Drawings for all items like boiler, economizer, valve, pipings etc under IBR shall be submitted for approval from department and approved shall be obtained before commencement of manufacturing/fabrication activity.

• Witness of Hyd.test & issue of Provisional Order.
• Review by Director & generation of Registration number.
• On engraving verification of registration number.
• Approval i.e. fixing of working pressure.
• Steam Test.
• Issue of certificate.

Every boiler (as defined in the Boiler Act 1923 updated) shall be registered under this department.

• Inspection of various weld-preparations.
• Testing of PTC in presence of officer.
• Radiography report, PTC report, heat treatment chart acceptance.
• Inspection after full welding.
• Review of job-card and issue of permission for Hydro Test.
• Further process is same as for Registration of Packaged Boilers.

  • Welders certificate in original, duly filled in for employment particulars.
  • Detail of work done by him till date of submission.
  • Challan for requisite fee (in case of renewal & endorsement of certificate issued by other than this dept.)
• Scrutiny by Tech. Asstt. / Tech. Officer.
• Review by Director & renewal/endorsement on certificate (whenever applicable by Director).
• Delivery & Dispatch of Certificate

Firm approved for any activity under Indian Boiler Regulations,1950 by this department shall submit their application for renewal of their approval, before expiring date of their approval. i.e.31st December, in case of manufacturer and laboratory every year or part and 31st March, in case of Pipe Fabricator or Boiler Repairer, after every two years or part.

  • Change in machinery, manpower, welders(wherever applicable) etc.

• Dispatch/delivery of renewal letter (in case of renewal without verification) i.e. based on work done.

• Scrutiny of report and generation of renewal letter by T.A. / T.O. after receive by Director.
• Delivery / Dispatch of Renewal Letter.

Whenever boiler is scrapped same shall be intimated to this Department, so that records (M.B./R.B.) of such boiler can be destroyed.

• Submission of letter of intimation of scrapping of boiler with-
  • Boiler number,
  • Detail of scrapping, i.e. whether to be cut into piece or used as storage etc.
• Inspection of verification.
• Review of report by Director.
• Destroy of M.B./R.B. after taking necessary entry in register.

• Receipt of request letter from other state.
• Review of Tech. Officer, confirmation from State.
• Review by Director.
• Dispatch and delivery of records to other state.

Name of owner on record of boiler (M.B./R.B.) can be changed to new owner on his application along with fee and requisite documents.

• Submission of application with
  • Letter from seller.
  • Chalan for requisite fee.
• Calling of record form concerned D.O.B.
• Change of owner’s name in record.
• Dispatch of letter for transfer.

Sometimes weld preparation inspection cannot be inspected due to shortage Officer/inspection not in planned tour /programme or frequent visit demand due to sequential welding.

• Submission of application with
  • Reason for waival.
  • Acceptance of radiography of extra joint.
  • Detail of joints i.e. size, quantity, working pressure of parts to be welded etc.
• Scrutiny by T.A. / T.O.
• Review by Director and letter for comments from regional officer.

For welding of any, boiler, piping, pressure parts under I.B.R., only qualified I.B.R. welder shall be engaged.

Such qualification can be done under this department on application in prescribed from by employer of welder. Similarly in case of welder’s certificate not revalidated in time, requalification test can be given by the welder on request by his employer, where in oral test is exempted.
